[The following testimony was presented to the D.C. Board
of Education at its June 16, 2004 meeting]
SUPERINTENDENTS PAST AS PROLOGUE
June 16, 2004
Good evening my fellow DC residents. I'm Ron Drake.
At last evening's Council meeting, one councilman
discussed in great detail his contention that DCPS teachers have to much
power through their Washington Teachers' union. He insisted that those
in authority should set the rules. Those not in authority must follow
those rules.
However, in today's Post we now learn that the
frontrunner candidate for superintendent, who would be an employee of
the Board, has laid down his terms and conditions for accepting a
paycheck from the District. He will commit to only one year. He said he
has a whole truckload of other issues. Those issues must be resolved by
the Mayor, Council, School Board, and Congress. Otherwise, he will not
grace us with his presence. He further said he will require a written
compact agreeing to the changes.
And you don't like collective bargaining with the
Washington Teachers' Union? Of course, this does not sound like
bargaining at all. it sound's like a deal
you can' refuse.
Look at our experience with superintendents. Franklin
Smith failed. He was not from DC. General Becton failed. He was not from
DC. Arlene Ackerman failed. She was not from DC. Paul Vance failed. He
was not from DC. He just loaded us up with his friends from Montgomery
County. Elfreda Massie failed. She was not from DC.
Oh, and by the way, the chief of police failed. The mayor
failed. They were not from DC either. Does that tell you something?
Maybe you should look here at home.
